DVSA withdraws 288 MOT testers as annual enforcement figures fall

The Driver and Vehicle Standards Agency (DVSA) withdrew the authorisation of 288 MOT testers across Great Britain during 2025/26, according to the agency’s latest annual enforcement data.

A further 176 testers received formal warnings, while business-level enforcement saw 145 Authorised Examiner (AE) designations withdrawn and 247 testing stations warned.

Despite the stark headline figures, the data reveals a broad year-on-year drop in severe regulatory enforcement across the testing network.

Tester withdrawals fell by roughly six per cent, dropping from 307 disqualifications in 2024/25 to 288 during 2025/26, while formal warnings issued to testers saw a 14 per cent decline from 205 to 176.

Authorised Examiners experienced a similar downward trend, with site withdrawals dipping from 155 to 145 and formal warnings dropping from 264 to 247.

Following statutory appeal processes, 59 tester withdrawals and 57 AE withdrawals were upheld.

Points system and risk management

Under the DVSA’s MOT Testing Guide, disciplinary action is calculated using a cumulative penalty point system.

While minor administrative slip-ups or procedural oversights are typically addressed through official advice or formal counselling, repeated errors or deliberate malpractice trigger rapid disciplinary escalation.

Infractions carrying immediate, high-level points include negligence that impacts road safety, environmental non-compliance (such as bypassed emissions testing), and actions that undermine scheme integrity, most notably issuing fraudulent certificates or carrying out “ghost tests.”
