Government opens ZEV mandate review as EV car parc passes two million

The government has launched a formal consultation reviewing the UK’s Zero Emission Vehicle (ZEV) mandate, seeking views on annual sales trajectories ahead of the 2030 phase-out of new pure petrol and diesel cars and the 100% zero-emission target by 2035.

Running until 23 October 2026, the review will evaluate whether current annual manufacturer sales targets remain practical amid global supply chain disruption and shifting market conditions.

Accelerating car parc changes

The consultation comes as the total number of registered electric vehicles on UK roads surpassed two million.

Data shows electric vehicles accounted for more than one in four new car registrations in July, marking a 45% increase compared to July last year.

While the end targets of 2030 for the initial ICE phase-out and 2035 for 100% zero-emission new vehicle sales remain fixed in policy, the consultation addresses how the interim pathway is managed, giving the sector an opportunity to influence policy flexibility and market pace.

Transport Secretary Heidi Alexander stated that while the EV market continues to grow, targets must remain grounded in economic realities: “The UK EV market is strong, sales are up, British manufacturers and charge point operators are investing billions… It’s right we keep targets under review to ensure they’re practical and back British industry.

“The end goal hasn’t changed but we need to take business with us on the journey.”

Mike Hawes, Chief Executive of the Society of Motor Manufacturers and Traders (SMMT), welcomed the review: “The automotive industry is fully committed to a zero-emission future, investing billions in new technologies, products and incentives.

“However, with the ZEV Mandate conceived under vastly different conditions, this welcome review is a timely opportunity to adjust the transition so it works for all.

“That means a commercially sustainable transition which supports UK competitiveness, investment and jobs whilst delivering greater choice and affordability for motorists.”

The government’s ZEV mandate consultation is open for industry feedback until 23 October 2026.
