New government consultation could redefine automotive training

The Institute of the Motor Industry (IMI) has welcomed the UK Government’s Post-16 Education and Skills White Paper and the launch of a consultation on Level 3 and below qualifications.

These changes represent one of the most significant reforms to vocational education in England in recent years and will have a direct impact on the future of automotive technical education.

From 2027, all Level 3 vocational qualifications for 16–19-year-olds, including IMI’s VRQs and VCQs, will transition into a new framework called V Levels.

At Level 2, qualifications will split into two pathways: a Further Study Pathway, supporting progression to Level 3, and an Occupational Pathway, designed to prepare learners for skilled employment.

Both pathways will include English and Maths where needed as part of broader 16–19 study programmes.

While these reforms apply specifically to 16–19-year-olds in England, adult automotive training will continue via existing IMI routes, with additional support coming from the government’s Lifelong Learning Entitlement (LLE) in 2026.

IMI CEO Nick Connor emphasised the importance of aligning the reforms with real-world industry needs.

He said: “For automotive, it is vital that V Levels reflect the skills required today and in the future, from EVs and ADAS to advanced diagnostics, and prepare the workforce for the next generation of mobility.

“We will respond to the consultation to ensure automotive training routes are protected, and we encourage members and employers to share their perspectives.”

The consultation is open until 12 January 2026, offering workshops, training centres, and technicians a chance to influence the qualifications that will shape the next generation of automotive professionals.
