DVSA opens door for independent garages to host vehicle approval testing

Individual Vehicle Approval (IVA)

Independent garages could unlock a new revenue stream and cut logistical downtime as the DVSA expands its vehicle approvals network through third-party sites.

Under the initiative, privately run premises can apply to become Vehicle Examination Facilities (VEFs).

The model mirrors the established Authorised Testing Facility (ATF) network used for heavy goods vehicles, allowing DVSA examiners to carry out Individual Vehicle Approval (IVA) and Motorcycle Single Vehicle Approval (MSVA) tests directly within third-party workshop premises.

How the VEF model works

Rather than transport non-standard or heavily modified vehicles across the country to designated government test centres, businesses can host testing on-site.

Once approved as a VEF, workshop owners manage booking slots via the DVSA digital platform, Manage Your Vehicle Testing (MyVT).

A DVSA Specialist Vehicle Standards Assessor is then deployed to the facility to carry out the necessary statutory inspections.

Commercial upside for workshops

For workshops involved in engine swaps, bespoke builds, camper conversions, kit cars, or vehicle imports, gaining VEF status eliminates trade-plate transit runs, recovery trailer costs, and days of lost bay productivity.

Equally, standard MOT and service workshops with adequate bay space, compliant ramps, and specialist equipment can monetise spare capacity, gain official DVSA VEF branding, and market approval services to other local trade businesses.

Matthew Williscroft, Head of Approvals Transformation Initiative at the DVSA, said: “Following the approval of the first Vehicle Examination Facility (VEF), DVSA is moving IVA and MSVA testing closer to where vehicles are built or modified, reducing customer travel and creating new business opportunities for sites.

“We expect continuing interest in demand for establishing VEFs and encourage any business which is interested in joining the network to contact us at the earliest opportunity.”

Following an initial pilot scheme, Milton Keynes-based vehicle shipping specialist Ship My Car became the first operational VEF, with further workshop applications currently undergoing approval.
